Could this docket have anything to do with it? Look at the last entry.

Where would Steven Fishman have acquired $400,000, and if he did acquire it, why would there be almost three years between the event date and date of entry on the docket? He didn't have the $400,000 in 1996, as reflected in this Usenet post.

This is the docket of Ellen Mariani's RICO suit against Bush, Ashcroft and others alleging prior knowledge of the attacks which was deliberately not acted on. While I don't believe the claims of prior knowledge are yet supported by the evidence, and am skeptical they ever will be, the substance of the complaint is of interest for a variety of reasons.
